Check firewalls and port numbers.
If you use the command line you specified, then at least the port 1099 must be open.

I'm trying to have as most suggestions as I can for this problem... how to run JADE on different hosts connected to the Internet via a normal ISP? The usual procedure (java jade.Boot -host hostname -container AgentSpecifier) doesn't work... who can help?
